Yoshihiko Noda of the Constitutional Democratic Party proposed the continued use of “paper health insurance cards” as a priority policy on October 27. He discussed this during an election special program, and the party’s policy poster states, “The current paper health insurance card will be maintained until the conditions are met.” In the general elections held in October, the ruling party lost seats while the opposition parties made significant gains. The government plans to abolish paper insurance cards and consolidate to My Number cards on December 2, but the election results may impact this decision. Currently, those without My Number cards are being sent paper qualification verification documents.
